Le 6 septembre 2005, le CNRS, l'Inserm, l'Inria, l'Inra et la Conférence des
présidents d'université se sont entendus pour démarrer une phase préparatoire à
un portail commun de publications scientifiques basé sur la plate-forme HAL et
développé par le CCSD.
L'URFIST de LYON a mis en ligne une présentation de HAL, serveur d'archives scientifiques à l'adresse suivante :

Enabling small publishers to participate in OAI-PMH-based services)
The STARGATE project is exploring the use of static repositories as a means of exposing publisher metadata to OAI-based disclosure, discovery and alerting services within the JISC Information Environment and beyond. Such an approach allows smaller publishers to participate in OAI-based services without having to implement and maintain an full repository.
The project is implementing a series of static repositories of publisher metadata, and will demonstrate the interoperability of the exposed metadata through harvesting and cross-searching via a static repository gateway, and conduct a critical evaluation of the static repository approach with publishers and service providers.

During the trial period, the Online Open fee is fixed at US$2500, €1850 or £1250 (plus VAT where applicable). All Online Open articles are treated in the same way as any other article. They go through the journal’s standard peer-review process and will be accepted or rejected based on their own merit. The accepted articles are prepared for publication in the usual manner and are posted online on Blackwell Synergy with the full range of features associated with that journal. The articles are archived for perpetuity and are registered at relevant Abstracting and Indexing Services and at CrossRef. Blackwell Publishing will also deposit the final text of the article on publication with PubMed Central (PMC) on behalf of the author."
